If the staff of the Legislature Secretariat were to depend upon the Home Ministry , the Finance Ministry or any other department of the government for career prospects , promotions , pay scales , etc . it is obvious that they could not be independent vis-a-vis the Executive . यदि विधानमंडल सचिवालय के अधिकारियों एवं कर्मचारियों को अपनी सेवा के भविष्य के लिए और पदोन्नतियों , वेतनमानों इत्यादि के लिए गृह मंत्रालय , वित्त मंत्रालय या सरकार के किसी अन्य विभाग पर निर्भर करना पड़ता तो स्पष्ट है कि वे कार्यपालिका के मुकाबले में स्वतंत्र नहीं रह सकते थे .
